Who or what is Tengri in the cosmology of Tengriism?

Within the cosmology of Tengriism, Tengri is understood as the supreme deity who is at once the living, eternal blue sky and the highest divine principle. Tengri is not merely located in the heavens but is identified with the vast, boundless sky itself, often expressed as “Blue Eternal Sky.” This sky is not a mute backdrop; it is a conscious, sacred presence that both transcends the world and permeates it. As such, Tengri functions simultaneously as a personal divine will and as an overarching cosmic reality that suffuses nature.

Tengri’s role is that of creator and ruler of all existence, the one who establishes and sustains the order of the universe. All cosmic order, natural law, and the balance of the world are attributed to Tengri’s governance. Human fate, fortune, and the legitimacy of earthly rulers are understood as resting upon Tengri’s authority. In this sense, Tengri stands above all other spirits and beings, serving as the ultimate source of power, the arbiter of destiny, and the judge of human conduct.

Although often referred to with masculine language, Tengri is not confined to a simple human-like form and is not strictly anthropomorphic. Rather, Tengri is conceived as an eternal, omnipresent, and omnipotent reality, manifesting especially through the phenomena of the sky and the rhythms of nature. This divine presence is paired in many traditions with Earth Mother (Eje), forming a complementary relationship between sky and earth that undergirds the harmony of the world. Through this relationship, the vertical vastness of the heavens and the grounding fertility of the earth are held together in a single sacred order.

Tengri also stands as the unifying principle behind the multiplicity of spirits and realms. The various sky spirits or emanations, as well as the layered structure of upper world, middle world, and lower world, are all encompassed within Tengri’s overarching sovereignty. In this way, Tengri is both the highest god and the living sky itself, the source from which all order flows and the presence in which all beings live and move.
